Rihanna wurde in Barbados in der Gemeinde Saint Michael geboren und wuchs in Bridgetown auf. Ihre Mutter Monica Fenty (ehemals Braithwaite) ist Buchhalterin aus Guyana, ihr Vater Ronald Fenty ist Lagerarbeiter in einer Bekleidungsfabrik und von irischer und barbadischer Abstammung.

Rihanna besuchte auf Barbados zunächst die Charles F. Broome Memorial School und später die weiterführende Combermere School. 2004 nahm sie an einem Schönheitswettbewerb der Schule teil und wurde zur Miss Combermere School gewählt. Als Jugendliche nahm sie an einem militärischen Programm teil, bei dem sie mit dem Militär von Barbados trainierte. Ihre Ausbildungsleiterin war die Sängerin Shontelle.

Beziehung zum Vater

Als Kleinkind sah Rihanna, wie ihr Vater Drogen konsumierte.

2007 sagte Rihanna in einem Interview, dass sie seit ihrem achten Lebensjahr unter Kopfschmerzen gelitten habe; als Ursache dafür nahmen Ärzte damals einen Gehirntumor an. Rihanna unterzog sich mehreren Computertomographien, doch nach der Trennung ihrer Eltern blieben die Beschwerden aus.

Auseinandersetzung mit Chris Brown

Von Winter 2007/2008 bis Februar 2009 war Rihanna mit Sänger Chris Brown liiert. Die Beziehung endete durch eine gewalttätige Auseinandersetzung nach dem gemeinsamen Besuch einer Vor-Grammy-Party im Februar 2009. Wenig später wurde bekannt, dass Chris Brown am betreffenden Abend wegen des Verdachtes, sträfliche Drohung gegen seine Freundin ausgesprochen zu haben, verhaftet worden war.

Ende Mai des Jahres wurde bekannt, dass Rihanna vom Gericht vorgeladen wurde, um am 22. Juni ihre Aussage zum Tathergang zu machen. Während des Verhandlungstages bekannte sich Brown nach einem Deal mit dem Richter im Anklagepunkt Körperverletzung schuldig und entging so einer Haftstrafe. Er wurde zu fünf Jahren Freiheitsstrafe auf Bewährung verurteilt, außerdem musste er an einem Anti-Aggressionsprogramm teilnehmen und 190 Sozialstunden ableisten. Des Weiteren durfte er bis auf weiteres keinen Kontakt zu seiner Ex-Freundin aufnehmen und sich ihr bis auf höchstens 45 Meter nähern (bei öffentlichen Veranstaltungen 9 Meter). Rihanna wurde das Urteil anschließend im Gerichtssaal mitgeteilt. Sie teilte später über ihren Anwalt mit, dass sie die Strafe für gerecht und fair hält.

Nach dem Vorfall zog Rihanna sich einige Zeit aus der Öffentlichkeit zurück und gab nur sehr wenige Interviews. Erst bei Veröffentlichung ihres vierten Studioalbums Rated R äußerte sie sich zum damaligen Vorfall. Bei einem Tell-All-Interview mit Diane Sawyer, das am 5. November im US-amerikanischen Fernsehen ausgestrahlt wurde, bestätigte sie das Gerücht, wonach ein Streit zwischen ihnen ausbrach, als sie eine SMS von seiner Ex-Freundin an ihn las. Brown habe sie diesbezüglich zuvor angelogen und sie habe ihn ertappt. In der Folge sei er ausgerastet und wurde gewalttätig.

"Er hat außerdem viel Sinn für Humor und weiß, wie er in der Öffentlichkeit wahrgenommen wird. Es ist also halb-ironisch und halb so, wie Kanye es wahrscheinlich wirklich sieht."

Unterdessen plagen seine Freundin Sorgen, wie sie ihr Gewicht unter Kontrolle halten kann. Kim Kardashian soll eine Schönheitsoperation in Betracht ziehen, um nach der Geburt wieder ihre alte Figur zurück zu bekommen. Ihre Tante Joan Kardashian verriet, wie sehr ihre Nichte unter der Gewichtszunahme leidet. Es verdiente viele Goldtaler als christlicher Wanderprediger und nutzte jede Gelegenheit, um seine Botschaften unter das Volk zu bringen: Funkwellen, Fernsehbilder und weltweite Netze. Dort fluchte und frotzelte er über den Fürsten, doch die Gemeinde wollte nach wie vor glauben, dass Obama Grosses vollbringen könne.

Als jener Glenn Beck eines Abends während der Darbietungen des «History Channel» darüber nachsann, traf es den müden Mormonen bis ins Mark. Gerade als ein Kapitel derbeim Publikum beliebten Reihe «The Bible» vor seinen Augen vorbeiflimmerte, dachte er sich: Ein Schmierentheater ist des Rätsels Lösung. Malen wir doch einfach den Teufel an die Wand!

Via Twitter und vorgeblich ohne böse Absicht fragte Beck ausgerechnet am Tag des Herren am 17. März seine Gemeinde: «Findet noch jemand, dass der Teufel in The Bible am Sonntag genau so aussieht wie ‹dieser Typ›?» Weil das Sprachrohr feierlich geschworen hatte, den Namen Obama ein Jahr lang nicht auszusprechen, fabulierte er von «diesem Typ».

Becks Wahl-Qual, Luzifers Brut

Mit dieser Anspielung auf den Anführer war die Saat der Zwietracht gesät: Nachdem Marktschreier die so unschuldige Frage des Satansbratens Beck im Land verbreitet hatten, waren den Befürchtungen der Bürger Tür und Tor geöffnet. Die Gerüchte kochten derart hoch, dass sich die Macher von «The Bible» erklären mussten.

Erst als die Produzenten Mark Burnett und Roma Downey bekannt gaben, dass sie Anhänger Obamas seien, stand fest, dass die Serie kein Komplott gegen den Regenten war. «Das ist kompletter Unsinn», sagte Downey dem «Hollywood Reporter». Der Teufelskerl war nicht Barack Obama, sondern Mehdi Ouzaani, ein «hoch angesehener marokkanischer Darsteller. Er hat schon in mehreren Bibelverfilmungen Rollen inklusive der des Satans übernommen, lange bevor Barack Obama zum Präsidenten gewählt wurde.»

Das Drama-Ende einer tragischen Komödie

Becks böse Behauptung stehe dem «Respekt» und der «Liebe» entgegen, die die Schausteller für den Grossfürsten und Glaubensbruder Obama empfänden, versicherte Downey. Es handele sich bloss um eine «törichte Ablenkung» von der «Schönheit der Geschichte von ‹The Bible›». Amen, seufzten die Zeugen dieses unchristlichen Gegeneinanders. Und die Moral von der Geschicht’?

Der Teufel steckt im Detail, aber Grossfürst Barack Obama ist nicht Luzifer. Gerüchte-Glenn alias Beichtbruder Beck darf sich diabolisch über die Aufmerksamkeit freuen, die ihm Freund und Feind zuteil werden liessen. Der «History Channel» kann am 31. März beim nächsten Kapitel von «The Bible» auf jede Menge Masse zählen, Marktschreier dürfen das Schmierentheater genüsslich ausbreiten, während dieser Erzähler seine Arbeit getan hat, wenn das Lesen dieses Märchens Sie unterhalten hat.

Die besten Promi- Polizei-Schnapp(s)schüsse

Als Fan ist es unheimlich schwer, das Idol vor die Linse zu bekommen. Die Polizei hat es da leichter und bekommt so manchen Schnappschuss von unseren Pöbel-Promis.

Neustes Beispiel: „Gossip“-Sängerin Beth Ditto (32). Die kleine Power-Frau mit der großen Stimme grölte am Montagabend wohl etwas zu laut und wurde prompt festgenommen. Lauthals lallte sie eine Lobeshymne auf den US-Präsidenten. „Obamaaaa, Obamaaaa“ rief sie in die Nacht – die Polizei in Portland (Oregon) war not amused.

Es folgte, was wohl schon in Hollywood längst in Mode gekommen ist: Das obligatorische Polizeifoto, auch „mug shot“ genannt.

Die „Heavy Cross“-Sängerin reiht sich mit ihrem neusten Erinnerungsstück in eine Reihe vieler bekannter Gesichter ein. Denn auch US-Promis müssen mit aufs Revier, wenn sie gegen das Gesetz verstoßen. Doch eines muss man Ditto wirklich lassen: Obwohl sie sturzbetrunken und pöbelnd mit auf die Wache genommen wurde, sieht Beth Ditto noch verdammt frisch aus

Swiss-Kunden sind neuerdings selber ein Reisebüro: Sie haben die Möglichkeit, ihre Buchung auf dem Portal der Fluggesellschaft bis zu 72 Stunden mit einer Preisgarantie reserviert zu halten. Danach können sie die Buchung bestätigen oder annullieren. In der Economy Class kann eine Buchung für 25 Franken 48 Stunden lang zurückbehalten werden.

Auch die kostenlose Sitzplatzwahl sowie die Möglichkeit, Gabelflüge und Flugrouten mit mehreren Zwischenstopps zu buchen, ist über swiss.com möglich. «Es handelt sich dabei um ein Kundenbedürfnis», sagt Sprecherin Sonja Ptassek. Swiss-Kunden hätten des Öfteren den Wunsch geäussert, eine Online-Reservierung mit Bedenkzeit zu haben.

«Zwischenhandel eliminieren»

Das bringt die Reisebüros auf die Palme. Bis anhin verfügten sie über das Privileg, ihren Kunden über die Reservierungssysteme Bedenkzeit bei der Buchung anbieten zu können. Dieser Mehrwert der Reisebüros entfalle jetzt, heisst es im Branchenmagazin «Travel Inside». «Es ist ein Verdrängungswettbewerb, bei dem die Produzenten den Zwischenhandel eliminieren wollen», glaubt der Zürcher Reisebüroinhaber René Blum. Die Homepages der Airlines seien den globalen Reservationssystemen der Reisebüros sogar voraus.

Die Kritik richtet sich in erster Linie gegen die Verfügbarkeit der Angebote. «Was die Swiss auf ihrer Homepage macht, ist ihre Sache», sagt Walter Kunz vom Schweizerischen Reisebüroverband (SRV) gegenüber 20 Minuten Online. Für ihre Reservationssysteme aber fordern die Reisebüros gleich lange Spiesse. «Die Fluggesellschaften sollen den Reisebüros die gleichen Flugangebote, Reservierungsgarantien und Sitzplatzreservationen anbieten», fordert Kunz.

«Das wird die Konsumenten überfordern»

Bei der Swiss versteht man den Grund der Verärgerung nicht: «Grundsätzlich kann das Reisebüro alle Produkte dem Kunden anbieten, die wir auch via swiss.com zur Verfügung stellen», sagt Sprecherin Ptassek. Zudem sehe die Airline den Mehrwert der Reisebüros nicht in den einzelnen Produkten, sondern in der Beratungsdienstleistung.

Weniger Probleme hat der SRV denn auch mit Gabelflügen und Flugrouten mit Zwischenstopps, die neu im Angebot auf swiss.com sind. «Es wird sich weisen, ob es sich für die Swiss rechnet, solche Buchungsmöglichkeiten anzubieten», sagt Kunz. Seine Vermutung: Viele Konsumenten dürften im Internet mit Gabelflügen und Zwischenstopps überfordert sein. Er ergänzt: «Die Reisebüros haben alle Vergleichsmöglichkeiten mit anderen Fluggesellschaften. Das kann die Swiss auf ihrer Homepage nicht bieten.»

During this week's episode of "Real Time With Bill Maher," the host seemed incapable of containing his affection for guest Snoop Lion (formerly Snoop Dogg).
Throughout the interview, Maher could not keep his hands off the rap legend, whether he was hugging him, gesticulating points point by poking him or even smelling him. And though it’s impossible to tell from the video, it doesn’t seen unreasonable to assume there was a game of footsie underway beneath the desk.

Pregnant coach of women's lacrosse team at Seton Hill one of two victims of bus crash in central Pennsylvania

 

 

Cumberland County authorities said Saturday that 30-year-old Kristina Quigley of Greensburg died at a hospital from injuries from the crash. They say Quigley was about six months pregnant and her unborn child did not survive.

CARLISLE, Pa. - A tour bus carrying a college’s women’s lacrosse team to a game went off the Pennsylvania Turnpike on Saturday and crashed into a tree, killing a pregnant coach and the driver and sending others to hospitals, authorities said.
Lacrosse players from Seton Hill University and three coaches were among the 23 people aboard when the bus crashed at about 9 a.m., turnpike spokeswoman Renee Colborn said. It’s not clear what caused the crash, but state police were investigating, said Megan Silverstram of the Cumberland County public safety department.

Kristina Quigley of Greensburg, 30, was flown to a hospital and died there from injuries from the crash, Cumberland County authorities said Saturday that. They say Quigley was about six months pregnant and her unborn child did not survive. The driver, 61-year-old Anthony Guaetta of Johnstown, died at the scene of the crash.
Two other victims were flown by helicopter to Penn State Hershey Medical Center, hospital spokeswoman Danielle Ran said. She did not give their conditions. Officials said all other passengers were taken to hospitals as a precaution.

Steve Carell, Jim Carrey Swap Most Extreme Comedy Memories The 'Burt Wonderstone' stars share stories from when they went too far.

Few comedians have pushed themselves to the limits quite like the stars of "The Incredible Burt Wonderstone," Steve Carell and Jim Carrey. As Michael Scott on the "The Office," week in and week out, Carell would do anything for a laugh from his onscreen employees. Carrey, on the other hand, has made a career for the past three decades by proving that he has no physical limit.

So when MTV News' Josh Horowitz sat down with the co-stars for "MTV First: The Incredible Burt Wonderstone," he wanted to know what was the furthest they'd ever gone, and surprisingly, both Carell and Carrey had answers at the ready.

Carell recalled one of the most memorable moments from Judd Apatow's "The 40-Year-Old Virgin." "Chest waxing was probably it," he said. "That I pitched to Judd to do it live and to do it for real, not so much because I thought that would be funny to watch, but because the guys behind it, watching me have it actually done, I thought that would be hilarious, to watch their reaction. And Romany Malco, at one point, has to walk out of the room because he's so grossed out. It was so, so awful to see what was going on."
Carrey chimed in, thinking he could top Carell's moment.

Outside the adventure of "Ace Ventura: When Nature Calls," Carrey told a story for his early career, when he was still performing stand-up in Los Angeles.
"One night I stayed on stage for two hours at the Comedy Store, just because I went to the Comedy Store to have a war with the audience. That's what happens with me sometimes. But I went down there to cause trouble, and I got it," Carrey said. "I was up there for two hours while people screamed, 'Get off the stage!' and getting violent. I finally got off the stage to a standing ovation because I was leaving, and I crawled through the crowd, and I got up behind the piano during the introduction to the next guy's act and started banging on the piano and singing, 'I hate you all. You gave me cancer,' until all of the audience members disappeared, and there were only five people left standing around the piano, and they thought I was a god."
Carrey said that the stunt wasn't intended to be experimental and that it had more to do with his own urges. "The funny part is, that sounds like, 'Oh man, I'm hip, man. I really showed them,' but then I got in my car and cried all the way home," he said. "I don't want to make people unhappy. It's that I can't stop myself sometimes."

On Thursday (March 14), Justin Bieber took to Instagram to share something with his fans. No, he wasn't on the social-networking site to post a new shirtless shot of himself; instead, the 19-year-old pop starposted a lengthy missive in which he reacted to "countless lies," including reports that his family is concerned about his welfare.

Since the pop star posted the statement to his official Instagram, his devotees have responded with numerous comments of support for the teen star. In fact, since it hit the site around lunchtime, more than 40,000 comments have been posted (as of press time). And, as you might imagine, most have been from fans pledging their allegiance to Justin Bieber.

"We will always be ur Beliebers through anything!" millyoveryowen wrote. "And we will always believe in u! U've got so far to come because u are just getting started and we will always be here every step of the way no matter what rumours come next! I LOVE YOU."

Alexandraleanne21 added, "I love you Justin so much, always have always will. You are beyond amazing. stay strong. Your Beliebers will always be by your side, through [thick] and thin. I will forever believe in you. Thank you for everything you have done."

In fact, his fans seem aware of the ups and downs Bieber has faced and may potentially face in the future, but they plan to be by his side regardless. Eycam commented, " 'I'm human. I'm gonna make mistakes.' J, it's brilliant, u're right. I believe in u, thanks 4 all your creations."

104-jährige Amerikanerin zu alt für Facebook

 

Die US-Amerikanerin Marguerite Joseph, 104 Jahre alt, möchte mit ihrer Familie über Facebook Kontakt halten. Weil das System nur ab 1910 geborenen Nutzern die Anmeldung erlaubt, muss sie lügen. 

 

Wenn Marguerite Joseph auf Facebook ihr Geburtsdatum ändern möchte, kommt immer einer dieser "Unknown Errors", von denen im Internet regelmäßig welche auftauchen. Joseph ist im Jahr 1908 geboren, was dazu führt, dass sie mittlerweile 104 Lebensjahre zählt. Aber wenn sie das in den Facebook-Einstellungen festhalten möchte, macht das System stets 1928 daraus. Das ist auch eine Form der Diskriminierung im Alter.

Joseph lebt in Grosse Pointe Shores, Michigan, hat zwölf Enkel und noch einige Urenkel mehr. Sie nutzt das soziale Netzwerk, um mit ihrer Familie in Kontakt zu bleiben. Obama Seeks to Use Oil and Gas Money to Develop Alternative Fuel Cars

ARGONNE, Ill. — Warning that the United States risks falling behind in the international race to develop alternative energy, President Obama on Friday proposed diverting $2 billion in revenue from federal oil and gas royalties over the next decade to pay for research on advanced vehicles.

Mr. Obama toured a vehicle research facility at Argonne National Laboratory near Chicago and then spoke to employees about his plan, first proposed in his State of the Union address last month, to use oil and gas money to find ways to replace hydrocarbons as the primary fuel for cars, trucks and buses.

The president said the nation was experiencing one of its regular spikes in gasoline prices, in effect a tax on every American household.

“The only way to really break this cycle of spiking gas prices, the only way to break that cycle for good, is to shift our cars entirely — our cars and trucks — off oil,” the president said. “It’s not just about saving money. It’s also about saving the environment. But it’s also about our national security.”

“It’s not a Democratic idea or a Republican idea,” he added. “It’s just a smart idea.”

Perched on a platform behind Mr. Obama as he spoke were three alternative fuel vehicles now for sale in the United States: a Chevrolet Volt and a Ford C-Max Energi, both plug-in electric hybrids, and a Honda Civic outfitted to run on natural gas.

He spoke inside a building housing a giant X-ray chamber known as the Advanced Photon Source, described by Argonne officials as the brightest source of X-rays in the Western Hemisphere. The facility allows scientists to explore materials on a nanoscale and to study ways to improve engine combustion.

The idea of devoting some oil and gas royalties for alternative energy research has some support from both parties and from business leaders, but it is likely to encounter strong resistance from Congressional Republicans, who have been critical of Mr. Obama’s spending on nontraditional vehicle technologies. The White House says that the money will come from growth in royalties from leases on offshore oil and gas fields over the next decade, and that it represents a tiny fraction of the overall federal research and development budget.

Mr. Obama said he was seeking to build as broad an energy portfolio as possible for the country, with expanded oil and gas development; favorable tax treatment for nonpolluting sources like wind, solar and geothermal energy; loan guarantees for new nuclear plants; increased emphasis on energy efficiency; and research into long-term alternatives to fossil fuels.

Mr. Obama has given up on moving comprehensive climate change legislation through Congress and has ruled out a carbon tax as a way to finance the development of alternative energy sources, so he is pursuing smaller projects that do not require new sources of revenue. The Energy Security Trust, as he calls his proposal to shift oil and gas royalties to alternative energy research, is one of those projects.

The money will support research on a range of cleaner means of powering vehicles, the White House said, including electricity, biofuels, fuel cells and produced natural gas.

The president’s proposal to add $200 million a year to the research budget of the Energy Department’s office of renewable energy would represent about a 10 percent increase in the office’s overall spending, or 25 percent of its spending on transportation research, according to the Union of Concerned Scientists.

But David Friedman, the group’s deputy director for clean vehicles, said the plan could have the unintended effect of increasing pressure on the administration to open new public lands and waters to stepped-up drilling to ensure the revenues for the program.

He noted that Senator Lisa Murkowski, Republican of Alaska, had proposed a similar mechanism for financing alternative energy research, but had explicitly tied it to new drilling, including in the Arctic National Wildlife Refuge.

The president has vowed to make addressing climate change a priority in his second term, but he has provided only scant details on how he intends to act. The White House gave a hint of the breadth of his ambition in its annual Economic Report of the President, issued on Friday.

“Policies to reduce emissions of greenhouse gases include market-based policies; encouraging energy efficiency; direct regulation; encouraging fuel switching to reduced-emissions fuels; and supporting the development and widespread adoption of zero-emissions energy sources such as wind and solar,” the report says. “And, as the country reduces emissions along this path, it also needs to prepare for the climate change that is occurring and will continue to occur. Together these policies pave the way toward a sustainable energy future.”

Also on Friday, the Environmental Protection Agency released its annual survey of the fuel efficiency of cars and light trucks sold in the United States. The agency found that the 2012 domestic fleet was the cleanest and most fuel-efficient ever, with an overall average of 23.8 miles per gallon. Under regulations issued last year, that number is expected to double by 2025.

Argonne National Laboratory, which has done groundbreaking research in vehicle battery technology that has helped jump-start the electric car industry in the United States, received a significant amount of Mr. Obama’s stimulus money. But it is now facing reductions under the mandatory budget cuts known as sequestration. The laboratory’s director, Eric D. Isaacs, who led the president on his tour, warned this week that the spending cuts would have a devastating impact on scientific innovation now and far into the future.

In an article in The Atlantic written with the directors of two other Energy Department labs, Dr. Isaacs said that the cuts would force all new programs and research initiatives to be canceled, probably for at least two years.

“This sudden halt on new starts will freeze American science in place while the rest of the world races forward, and it will knock a generation of young scientists off their stride, ultimately costing billions of dollars in missed future opportunities,” Dr. Isaacs wrote.

U.S. to Bolster Missile Defense to Deter Attack by North Korea

WASHINGTON — The Pentagon will spend $1 billion to deploy additional ballistic missile interceptors along the Pacific Coast to counter the growing reach of North Korea’s weapons, a decision accelerated by Pyongyang’s recent belligerence and indications that Kim Jong-un, the North Korean leader, is resisting China’s efforts to restrain him.

The new deployments, announced by Defense Secretary Chuck Hagel on Friday, will increase the number of ground-based interceptors in California and Alaska to 44 from 30 by 2017. The missiles have a mixed record in testing, hitting dummy targets just 50 percent of the time, but officials said Friday’s announcement was intended not merely to present a credible deterrence to the North’s limited intercontinental ballistic missile arsenal. They said it is also meant to show South Korea and Japan that the United States is willing to commit resources to deterring the North and, at the same time, warn Beijing that it must restrain its ally or face an expanding American military focus on Asia.

“There’s been a quickening pace of provocations,” said one senior administration official, describing actions and words from North Korea and its new leader, Mr. Kim. “But the real accelerant was the fact that the North Koreans seemed more unmoored from their Chinese handlers than even we had feared.”

Although American and South Korean intelligence officials doubt the North is close to being able to follow through on a nuclear strike, or that it would even try, given its almost certain destruction, analysts say the country’s aggressive behavior is an important and worrying sign of changing calculations in the North.

In interviews over recent days, Obama administration officials described internal debates at the White House and the Pentagon about how strongly to react to the recent provocations. It is a delicate balance, they said, of defending against real potential threats while avoiding giving the North Koreans what one official called “the satisfaction of seeming to make the rest of the world jumpy.”

In announcing the deployments at a Pentagon news conference, Mr. Hagel cited North Korea’s third test of nuclear weapons technology last month, the successful test of a long-range missile that sent a satellite into space and the discovery that a new generation of mobile missiles appears closer to development.

“We will strengthen our homeland defense, maintain our commitments to our allies and partners, and make clear to the world that the United States stands firm against aggression,” Mr. Hagel said.

All 14 of the new interceptors will be placed in silos at Fort Greely, Alaska, where 26 interceptors are already deployed. Four others are at Vandenberg Air Force Base in California.

North Korea has always been an unpredictable, provocative dictatorship. But even by its own standards, the isolated Communist regime’s recent decision to nullify a wartime cease-fire and weeks of increasingly hyperbolic warnings, including of a pre-emptive nuclear strike, appear to have crossed new and dangerous lines.

Adm. James A. Winnefeld Jr., the vice chairman of the Joint Chiefs of Staff, also spoke at the Pentagon on Friday and described how the United States was deliberately building a two-tiered system of deterrence against North Korea.

The United States will “put the mechanics in place to deny any potential North Korean objectives to launch a missile to the United States, but also to impose costs upon them if they do,” Admiral Winnefeld said.

In an unusually pointed warning to the new North Korean leader, Admiral Winnefeld added, “We believe that this young lad ought to be deterred by that — and if he’s not, we’ll be ready.”

The arguments for bolstering the limited missile defense were symbolic of the larger problem.

The antimissile systems are considered less than reliable, and some administration officials were reluctant to pour additional resources into deploying more of the existing technology.

But in testimony to the Senate Armed Services Committee, Gen. C. Robert Kehler, the commander of the United States Strategic Command, made clear they serve a larger purpose. “Deterring North Korea from acting irrationally is our No. 1 priority,” he said. He acknowledged that there were doubts that the 30 existing antimissile systems would be sufficient, and added that an additional site in the United States, on the East Coast, may be needed to deter Iran.
